MANDATORY
SYSTEM QUALITY ASSURANCE IN HEALTH CARE SOGC
Is the set of institutions, rules, requirements,
mechanisms and processes developed deliberate and systematic health sector to generate,
maintain and improve the quality of health services in the country, It is
structured in four components:
1. UNIQUE SYSTEM ENABLE : The set of rules ,
requirements and procedures by which states , records , verifies and monitors
compliance with the basic conditions of scientific and technological capacity ,
capital adequacy and financial and administrative technical capacity ,
essential for enter and remain in the system , which seek to reassure users
against the potential risks associated with the provision of services and are
mandatory by Health service Providers and Business benefit Plan Administrators
( EAPB ) .
2. UNIQUE
SYSTEM OF ACCREDITATION
The set of entities , standards, and procedures
support activities , self-assessment, improvement and external evaluation ,
designed to demonstrate , evaluate and verify compliance with higher levels of
quality from the institutions providing health services ( IPS ), management
companies benefit plans ( EAPB ) and the departmental , district and municipal
voluntarily decide to invoke this process.
3. INFORMATION
SYSTEM FOR QUALITY
The actions of inspection, supervision and
control of the content, quality and reporting of information that makes up the
Information System for Quality, will be responsible for the Departmental and
District and National Health in its powers.
4. AUDIT TO
IMPROVE QUALITY
Mechanism is the systematic and continuous
evaluation and quality improvement observed with respect to the expected
quality of health care received by users.

Quality Assurance of the Department of Public Health conducts inspection,
monitoring and technical assistance in each of the components of the SOGC
Features:
The actions taken by the SOGC are aimed at
improving the outcomes of health care focused on the client. The processes are
framed in quality activities in all moments of contact with the user, with the
fundamental purpose of the satisfaction of it. The SOGC must ensure the care
process the following characteristics:
1.
Accessibility: The possibility for the user to use health services that ensures
the Social Security System in Health.
2. Opportunity: It is the possibility for the
user to get the services you need, without introducing delays that could
jeopardize your life or health. This feature is related to the organization of
the service, this service offer with the demand and the level of institutional
coordination to manage access to services.
3. Security : The set of structural elements,
processes, tools and methodologies based on scientifically proven evidence that
tend to minimize the risk of an adverse event in the process of health care or
to mitigate its consequences.
4. Relevance: The extent to which users get the
services they need, with the best use of resources in accordance with
scientific evidence and its side effects are less than the potential benefits.
5. Continuity: The degree to which users
receive the interventions required by a rational and logical sequence of
activities, based on scientific knowledge.

SISTEMA OBLIGATORIO DE GARANTIA DE CALIDAD
Es el conjunto de instituciones, normas,
requisitos, mecanismos y procesos deliberados y sistemáticos que desarrolla el
sector salud para generar, mantener y mejorar la calidad de los servicios de
salud en el país. Está estructurado en cuatro componentes:
NORMATIVIDAD:
El Sistema Obligatorio de Garantía de La
Calidad lo rige la siguiente normatividad:

CAMPO DE APLICACION:
las disposiciones de este decreto
se aplican en:
- · Prestadores de Servicios de Salud: Instituciones Prestadoras de Servicios de Salud (IPS) profesionales independientes, transporte asistencial basico y medicalizado ( TAB - TAM
- Entidades Promotoras de Salud EPS (régimen contributivo- régimen subsidiado)
- Entidades adaptadas
- Empresas de medicina prepagada
- Entidades departamentales, distritales y municipales de salud
SOGC
CAMPO DE APLICACION:
Las disposiciones de este decreto
se aplican en:

FUNCIONES:
El Equipo de Garantía de la Calidad de la Secretaria de Salud Pública
realiza inspección, vigilancia y asistencia técnica en cada uno de los
componentes del S.O.G.C.
CARACTERISTICAS:
Las acciones que desarrolla el S.O.G.C se orientan a la mejora de los
resultados de la atención en salud centrados en el cliente. Los procesos estan
enmarcados en actividades de calidad en todos los
momentos de contacto con el usuario, con el propósito fundamental de
la satisfacción del mismo. El S.O.G.C debe garantizar en el proceso de atención
las siguientes características:
Oportunidad: Es la posibilidad que tiene el usuario de obtener lo servicios que requiere, sin que se presenten retrasos que pongan en riesgo su vida o su salud. Esta característica se relaciona con la organización de la oferta de servicios en relacioón con la demanda y con el nivel de coordinación institucional para gestionar el acceso a los servicios.
Seguridad: Es el conjunto de elementos estructurales, procesos, instrumentos y metodologías basadas en evidencias cientificamente probadas que propenden por minimizar el riesgo de sufrir un evento adverso en el proceso de atención de salud o de mitigar sus consecuencias.
Pertinencia: Es el grado en el cual los usuarios obtienen los servicios que requieren, con la mejor utilización de los recursos de acuerdo con la evidencia científica y sus efectos secundarios son menores que los beneficios potenciales.
Continuidad: Es el grado en el cual los usuarios reciben las intervenciones requeridas, mediante una secuencia lógica y racional de actividades, basada en el conocimiento científico.
